This could be something controversial, something interesting, or something emotionally engaging. Avoid at all costs something bland, vanilla or dry. It’s better to leave this out entirely if you can’t think of anything relevant.
If it’s a local news event, find out who in the local media covers your neighborhood or issue. Do some research on bigger news organizations to find out which reporters or producers cover your industry. Some media organizations have designated e-mail addresses or fax numbers to which all releases are directed.

The question is whether or not you’re targeting publications that would really be a good match for your news story. If so, I would write down a few of the important names and send them a personalized message, in addition to your press release.
